Answer provided by Referee Gary Voshol Usually "free subs" means that substitutions are unlimited in number, and that players who have been subbed out are able to return to the game at a later time.
This is in contrast to pure FIFA where there is a limited number of substitutions allowed (from 3 to 7, depending on the competition) and once replaced, a player cannot reenter the game.
Sometimes you will find a league that allows substitutions "on the fly", meaning players can enter and exit while play continues. (Think of a shift change in hockey.) This most often happens in leagues that are not affiliated with national bodies (USSF, the FA, etc) or at indoor arenas.
