In Michigan you have to be 13 to take the Grade 9 referee course. That will qualify you to be a Referee or Assistant Referee in recreational games, or an Assistant in competitive games, up to U14. However, you also have to be older than the players in the game to be a center. If you are younger than 14, you have to have an adult supervisor at the game - in other words, be working a game with an adult referee.
Many referees take only Assistant positions.
The Michigan referee site is http://msysareferee.net/ - I see that there are no referee certification classes scheduled for the remainder of 2007. Most certification classes are in the winter, because other times of the year the instructors are out on the field reffing.
