A ref call s a high boot inside the small box on a defender - an indirect free inside the small box ?

I certainly hope the referee is calling Playing In A Dangerous Manner inside the Goal Area. "High boot" is not a foul, but it might be PIADM.

The restart is an indirect free kick, but since it happened inside the goal area, it is moved out to the 6-yard line (the top edge of the goal area).

Law 13 mandates all indirect free kicks awarded the attack within an opponent's goal area be taken from a point nearest the infraction of the line of the goal area six yards from and parallel to the goal line.

The "small box" is more correctly termed "the goal area" and the other "box" on the field is called the "penalty area". The top of the goal area is a line extending 6 yards into the field, and any indirect free kick called for the attacking team will be placed on this line, closest to where the offense occured in the goal area. If the referee awarded a kick from the goal area line, it had to be for an offense for which an indirect free kick is the punishment, and as Ref Voshol notes, it was most likely the playing in a dangerous manner (also sometimes referred to as "high kick", "playing it on the ground" and other terms which are not in the Laws of the Game or ordinarily used by knowledgable referees).

HI Pauline,
there is no foul of high boot!
PIADM (playing in a dangerous manner) is the correct foul for this action but ONLY if the ball is in play, the opposition is present (very close by) the opposition is affected (has to stop play to avoid injury to self or the opponent) and no physical contact occurs between either party. The location of the foul inside the goal area (6 yard area) which is part ofthe 18 yad penalty area, as an INDFK is subject to law 8 special circumstances where an attacking indfk can only occur a minimum 6 yards out from the actual goal line. The defenders can actually stand closer than ten yards if they line up onthe goal line inbetween the posts under the crossbar in such incidents.
If the high foot connects we are into a penal offence of kicking and such as a DFK offence is upgraded to a PK at the 12 yard spot inside the penalty area (18 yard area)

No chance. Law 8 says the indirect free kick must occur on the line parallel with the goal line (the top of the small box) at the point closest to the infringment.
