Question Number: 16682League Specific 9/14/2007RE: National Frderation Rules Manual High School John of Madrid, N.Y. USA asks...A penalty kick is called and the player is injured. Trainer attends to the injury. Injured player is replaced. There are several players, for both teams, at the table to substitute. They all reported BEFORE the penalty kick foul was called. May the enter at this time? Answer provided by Referee Chuck Fleischer NFHS Rule 3, Sect 3, Art 2, b. indicates to me all substitutes that have reported will be substituted at this opportunity. The penalty taker will not the replacement for a cautioned player. [3,3,2,c,4].
The reason there may be substitutions is there is an injury and that is an opportunity to substitute players if substitutes have reported to the scoring table.
