If the goalie is in his penalty box, and the ball is just outside the box, can the goalie reach over the line and pick up the ball?

I'm sure he can. He won't like the results, however. Unless some smidgen of the ball at least overlaps the outside edge of the penalty area line, the goalkeeper is prohibited from handling the ball. The restart is a direct free kick for the opponents at the location of the ball, just outside the PA.

He can but this would be considered deliberately handling the ball and would result in a direct free kick for the opponents.

This is not one of the smartest things a keeper can do because he is not entitled to handle the ball outside his own penalty area. It is a direct free kick offence to do so.
