Question Number: 16717

Law 12 - Fouls and Misconduct 9/16/2007

RE: AYSO U12 Under 13

Rob S. of Santa Barbara, CA USA asks...

Goalkeeper walks outside the penalty area holding the ball. Is a direct or indirect free kick awarded to the opposing side?

Answer provided by Referee Keith Contarino

Hi rob. Once the keeper leaves his penalty area he's treated as any other player. What kind of kick would you award if a field player deliberately handled the ball?

Answer provided by Referee Chuck Fleischer

Direct it is. With the ball outside his penalty area the goalkeeper is treated just like everyone else. He still dresses funny but he can't use his hands without giving up a direct free kick.

Regards,

Answer provided by Referee Michelle Maloney

Was the keeper in the process of punting the ball down the field? Or was he blindly wandering around and missed the penalty area line? If punting, are you sure he was holding the ball outside of the PA, or did he release it first, with momentum carrying him out? This could be considered as a trifling offense. A ball handled deliberately by any player, including the goalkeeper, outside of the penalty area is always a direct free kick.
