Law 14 - Penalty kick 9/24/2007

MJ of Vacaville, CA USA asks...

Is the original kicker on a PK required to take all re-kicks? Scenario; In a youth game a PK awarded defending team encroaches before kick, kicker misses, referee signals for kick to be retaken, another player steps up to take kick, referee allows kick to proceed, goal scored. Before kick-off it is brought to referee attention that another kicker took 2nd kick. After discussing w/ A/R, kick is retaken w/ original kicker. I couldn't find where in the LOTG is it made "clear" that original kicker is required to take all retakes. What should it be?

If a penalty kick must be repeated, any eligible player may take the kick. The same applies to Kicks From The Penalty Mark.

It isn't clear in the LOTG that the original taker of the PK must also take any retakes because it isn't there at all! Oops! I do hope that second retake was also a goal.

Law 14 states the player taking the penalty kick is properly identified. It doesn't say who the player is only she is properly identified. The referee went just a bit too far in properly identifying the kicker.
