Question Number: 16871Law 14 - Penalty kick 9/24/2007RE: Competitive Under 14 MJ of Vacaville, CA USA asks...Is the original kicker on a PK required to take all re-kicks? Scenario; In a youth game a PK awarded defending team encroaches before kick, kicker misses, referee signals for kick to be retaken, another player steps up to take kick, referee allows kick to proceed, goal scored. Before kick-off it is brought to referee attention that another kicker took 2nd kick. After discussing w/ A/R, kick is retaken w/ original kicker. I couldn't find where in the LOTG is it made "clear" that original kicker is required to take all retakes. What should it be? Answer provided by Referee Gary Voshol If a penalty kick must be repeated, any eligible player may take the kick. The same applies to Kicks From The Penalty Mark.

View Referee Michelle Maloney profileAnswer provided by Referee Chuck Fleischer Law 14 states the player taking the penalty kick is properly identified. It doesn't say who the player is only she is properly identified. The referee went just a bit too far in properly identifying the kicker.
