Question Number: 17012Law 12 - Fouls and Misconduct 10/1/2007RE: many Adult Bill Long of Fresno, CA USA asks...A player on the ground, when would this be considered a foul. I believe it would only be a dangerous play if other players were in the vicinity and attempting to play the ball otherwise no call. This call is entirely dependent on the referee's judgment, I believe. Do I have it right? Answer provided by Referee Gary Voshol You've almost got it. If the opponents were nearby and COULDN'T make a play on the ball lest they hurt the player on the ground, then it is Playing In A Dangerous Manner.
For youth play, we are more proactive and call PIADM whenever the player is in potential danger of harm. We don't wait to see if the opponents hold back from play, or if they go ahead and kick him. Because obviously the latter is unacceptable.

Remember, a foul by definition has to be against an opponent so not only must an opponent be nearby, but the opponent must somehow be disadvantaged by the dangerous action before PIADM may be called.
