Question Number: 17014Law 12 - Fouls and Misconduct 10/1/2007RE: Select Under 18 Andrew Manley of Fairfax, va usa asks...Is it a foul when a defending player, without touching the ball, contacts a stationary attacking player from behind (with their chest or waist), with sufficient force to push them over the ball or to the ground? I see this most often during throw-ins when the attacking player is attempting to flick the ball with their head or trap the ball using the chest. It seems dangerous when players are pushed so hard that their heads snap back. Answer provided by Referee Ben Mueller Yes, this would be charging. Also, if the contact occurs before the throw, then it cannot be a foul since the ball is not in play. It would then be misconduct.
