Answer provided by Referee Chuck Fleischer Depends on what you're calling the goal box Dave. If it's the 20x6 yard area directly in front of the goal, no. If it's the 44x18 yard area that has the penalty arc attached to it then yes the keeper has infringed the Laws, specifically he has handled the ball deliberately [except for the goalkeeper within his own penalty area]. A direct free kick is awarded outside the penalty area.
By the way the smaller area is called the goal area and the larger area is called the penalty area. Penalty kicks are given when a player commits a direct free kick offence inside his own penalty area.

Sometimes carry means to move a ball from place to place, and this can be done with the feet. And like Ref Fleischer says, it depends on what you mean by goal box - and I'll repeat myself from other posts - there are only areas, arcs and circles on the field - no boxes. If the goalkeeper uses their hands to carry the ball outside of the penalty area (larger area), they will be whistled for deliberately handling the ball - just like any other player. That is a direct free kick, not a penalty kick. We cannot award penalty kicks against keepers in their own area for handling the ball - can't be done. Cheers.

View Referee Michelle Maloney profileAnswer provided by Referee Gary Voshol No matter what the goalkeeper does with the ball, it can NEVER be a penalty kick against her.
If inside the penalty area it can at most be in indirect free kick (for infractions like touching the ball a second time, or handling a ball that has been deliberately kicked to her by a teammate).
Outside the penalty area, a direct free kick just like any other player that deliberately handles the ball.
