can someone please tell me the year the "pass-back" rule took place?

The restriction on the goalkeeper's right to use his hands when the ball is deliberately kicked by a teammate to, or to where it may be played by him, became part of the Laws on 1 July 1992. It is worthy of noting that, in their advice to referees accompanying the 1992 memorandum, US Soccer felt using the head after flipping the ball up was a legitimate tactic and should not be punished. This was the feeling of many other organizations and teams.

In their Circular No. 488 on 24 July 1992 FIFA said the teammate's right to circumvent this by using his feet to flip the ball to another part of his body and thence to the keeper was an offence for which the player is cautioned and shown the yellow card. It remains that to this day.
