Question Number: 17298Law 12 - Fouls and Misconduct 10/14/2007RE: select to High School Under 15 Franco of Bloomington, USA asks...IMPEDES A player is not playing the ball and the ball is not within playing distance and holds, blocks or restricts a player from getting the ball or entering an area to receive the ball- impeding
We usually think of this as balls on the ground or at least balls with a low trajectory. I seem to see balls high in the air, not playable due to height and distance, and players are allowed to block out like they are blocking out for a rebound in basketball. The ball eventually comes down to their head, thigh or foot level, but for time they seemed to be impeding the other player
Franco Answer provided by Referee Chuck Fleischer Impeding is discussed in ATR 12.14. It does not liken this offence to anything in basketball.

View Referee Chuck Fleischer profileAnswer provided by Referee Keith Contarino "Blocking out" as in basketball is a form of holding in soccer as there is contact. When we think of impeding we think of no or at the most, incidental, contact.
