IMPEDES
A player is not playing the ball and the ball is not within playing distance and holds, blocks or restricts a player from getting the ball or entering an area to receive the ball- impeding

We usually think of this as balls on the ground or at least balls with a low trajectory. I seem to see balls high in the air, not playable due to height and distance, and players are allowed to block out like they are blocking out for a rebound in basketball. The ball eventually comes down to their head, thigh or foot level, but for time they seemed to be impeding the other player

Impeding is discussed in ATR 12.14. It does not liken this offence to anything in basketball.

"Blocking out" as in basketball is a form of holding in soccer as there is contact. When we think of impeding we think of no or at the most, incidental, contact.

The key is that impeding usually does not involve contact. Where as holding always involves contact of some sort.
