Does off-sides start at midfield in the offensive half of the field?

A player in her own defending half of the field is not in an offside position. I believe that is what you are asking.

The halfway line belongs to the defense. If a player is in her defending half she is not in an offside position. If part of her, that can score a goal, is in her opponents half then she is possibly in an offside position, given her location with respect to the last two opponents and the ball.
