Law 14 - Penalty kick 10/21/2007

During the taking of a PK can the kicker hesitate once he starts forward? During a recent game once the Ref blew the whistle, the kicker started forward, hesitated, though he never stopped his forward momentum, shot - scored. This hesitation caused the keeper to come off his line. Ref allowed goal, was this the correct call?

Feinting to take a penalty kick to confuse opponents is permitted as
part of football. However, if in the opinion of the referee, the feinting is considered an act of unsporting behaviour, the player shall be cautioned. This is a direct quote from the Additional Instructions and Guidance [AIG] to the Laws of the Game 2007-2008. AIG was not included in US Soccer's version of the Laws because of budgetary constraints. FIFA's website has the complete Laws for all who feel it necessary to have the knowledge too expensive to print.
