Question Number: 17878Law 14 - Penalty kick 11/12/2007RE: Select Under 18 Jeff of Dallas, TX USA asks...A PK was awarded, the player taking the kick stepped over the ball causing the goalie to react, he then shot the ball and scored. The referee disallowed the goal saying that the kicker cannot make a move designed to fool the goalie. Did he get it right? Answer provided by Referee Michelle Maloney More than likely. A kicker on a PK is allowed a degree of latitude in feinting, or trying to trick the goalkeeper into going the wrong way. But, the kicker is not allowed to do some things which are considered as unfair, such as a stop in his run, or to run past the ball and back up - the latter being essentially what the player you describe did. It is always up to the referee to decide if the kicker has violated Law 14, and his decision is final. If the ball scored, then the correct decision is to retake the penalty kick. If the ball did not score, it is an indirect free kick out for the defending team.

View Referee Michelle Maloney profileAnswer provided by Referee Keith Contarino Feinting at the taking of a penalty kick is allowed. Kicking over the ball and coming back and kicking it like you describe is not allowed. The kicker should have been cautioned, shown the yellow card and had the kick retaken.
