This question is a follow up to question 17865

Could an IFK be given if a foul was called? [17865] Thanks for you time and dedacation.

Regarding the prior question, a player's foot was stepped on after the opponent doing the stepping was bumped. There is nothing in this situation that would warrant an IFK. It's not impeding, it's not playing in a dangerous manner. The answer has to be either it was a foul with a DFK/PK restart, or it wasn't a foul at all.

I have watched referees give indirect free kicks rather than penalty kicks when a player inadvertently handles the ball. The figure it is still foul play even though accidental so why give a penalty. The real answer is: no foul play no whistle.
