Law 13 - Free Kicks 2/22/2008

RE: Indoor Select Under 10

ANDREW CREWS of SHELBY TWP, MICHIGAN UNITED STATES asks...

Dear Pannel,

I am reffing at an indoor soccer place this winter. For the U8/U9 league they have a rule that states "ALL FREE KICKS SHALL BE INDIRECT" My quesiton is for a second touch to be counted does the ball have to be put into motion first? Here is an eg.
Free kick is awarded to the atacking team. A1 taps the ball and the ball DOSENT move then A2 comes and shoots the ball and the ball goes into the goal. My question is does the goal count? I cant remember this too save my life, and I do not want to make a mistake like this during a tournament. I would really appreciate it if you could help me.

Andrew what is correct is tapped and wiggled does not equal kicked and moved. Of course you'll run the gauntlet of doing the right thing when all others are doing it incorrectly therefore you'll look like you don't have a clue. See Advice to Referees on the Laws of the Game [ATR] 13.5 for explanation of this.
