Law 7 - Match Duration 6/17/2008

Joe Griego of Bishop, CA USA asks...

During the Turkey/Czech Republic Euro 2008 match, the final minutes included a send-off for the Turkish keeper. The whole affair burned several minutes of stoppage time. It is my understanding that the final authority for timekeeping rests with the Referee, but wouldn't it have been more sporting for the Referee to add a bit more time, due to the obvious flailing about, argument, and rolling on the ground by the Turkish team during stoppage time? But the match ended with no additional stoppage to the original stoppage time.

So, my question is: What's the best practice under such a situation?

That is, if one of the teams seems to be delaying restarts, or just stretching things out a bit, because they're ahead? Or is that simply considered a shrewd tactical move by the team that is ahead? What are your thoughts, referees?

Although the match was very heated towards the end, my thoughts were to add MORE time! It is hard to argue the referee had no choice when in fact he did.
