Law 13 - Free Kicks 9/15/2008

The Kicked and moved issue of Law 13 came up with a referee trainer and they still think a tap before a kick should be allowed. What is the best recommendation for encouraging people to rethink this part of the rule?

Tell them to read it for themselves.
In the USA the ATR CLEARLY specifies the accepted proceedure. NO lessons by those teaching should not have this handy refrence book there along with the laws of the game. All responses on this site within the past few years clarifty the POSITION that the ball must discernably move from here to there .

The ATR 13/5 gives a page explaining 'kicked and moves'
If you check the USSF official ASKASOCCERREFEREE.COM all its replies to technical questions posted in their column have been coordinated with and approved by the U. S. Soccer Federation's National Program for Referee Development. Go to the free kick law 13 and again confirmation can be gleaned.

A shame that referee instrucors do not keep up with changes in Law. I always carry a current copy of Advice To Referees when I attend a recertification so I can simply show them where they are wrong
