When can a ref end the game . If the ball goes out bounds Does the ref have to wait for a restart to to end the match or call the match with ball out of play

The referee can and should end the game when the time has expired, regardless of the status of the ball being in or out of play.

The game is over when the referee has decided that all added times has expired. The only time to continue past would be for penalty kick
