Law 13 - Free Kicks 10/30/2008

This question is a follow up to question 20337

Most coaches seem to have accepted that a simple tap on top of the ball is not a kicking motion. What I now often see on an IDFK is a push forward with the sole of the foot, with the ball moving a foot or so. I have viewed this as a kick because it is a common way of advancing the ball. Do you agree?

Not only do I agree but I asked the powers that be at USSF just this question because of the ambiguity of the term 'kicking motion' and they say this action is legal to put the ball into play as it satisfies 'kicked and moved'.

What you suggest is an acceptable way of starting play...

Also, FIFA now permits the 'lifting of a ball with the foot' as a form of 'kicked and moves' so long as the player does not make contact with the ball two separate times in the process of doing this.
