Question Number: 20484Law 13 - Free Kicks 11/10/2008RE: Adult Andy Baker of Lancaster, UK asks...Attended the Manchester United v Hull game a couple of weeks ago. On two occasions (one of which Hull scored a goal) Hull City took a free kick where one player picked the ball up then placed it down again then another player ran up and kicked the ball - this was after the ref had signalled for the kick to be taken. Is this allowed - surely the ball has been played (illegally) by the player picking the ball up ?? Answer provided by Referee Steve Montanino Your assumption is in error. The team who has been fouled may take the kick freely by any player on their side, regardless of who has picked up the ball. This is why it is called a 'free kick.' It is not a restricted kick.

View Referee Steve Montanino profileAnswer provided by Referee Gary Voshol At a free kick, the ball is not in play until it is kicked and moves. Picking it up by hand is not kicking, so the ball was not put in play by that touch. If the referee felt that the additional touching of the ball was wasting time, that could be dealt with by warning the players and adding time, and eventually cautioning for delaying the restart.
