Question Number: 20528Law 13 - Free Kicks 11/17/2008RE: rec Adult james of ago-iwoye, ogun nigeria asks...if a players hand should pick the ball just before playing a an indirect freekick is that a contact Answer provided by Referee Keith Contarino If I understand you correctly, the answer would be no. The ball is not in play until it is kicked and moves. So, a player touching the ball with his hands before this has not done anything other than position the ball. If he touches the ball after it has been kicked in a deliberate manner as you describe, he would be guilty of deliberately handling the ball. Once the ball has been put into play at an indirect free kick, the only players that may legally touch it with their hands are the goalkeepers inside their own penalty area.
