Answer provided by Referee Michelle Maloney I'm not sure I understand exactly what you are asking, but referees are empowered to add time (make allowance for time lost) in either or both halves. How much time they add depends on the referee and her/his judgment of time lost. Note it says 'time lost' - meaning some time is expected to be normally used in a game for things like subbing, assessment and removal of injured players, retrieving balls etc. but when the time it takes is, in the opinion of the referee, more than should be taken, that lost playing time is added back to the match. From Law 7- Allowance for Time Lost Allowance is made in either period for all time lost through: ? substitutions ? assessment of injury to players ? removal of injured players from the field of play for treatment ? wasting time ? any other cause The allowance for time lost is at the discretion of the referee.
