Question Number: 22863Kicks From The Penalty mark 2/24/2010RE: Under 8 David Hunter of Columbia, SC USA asks...This question is a follow up to question 22853 Referee Maloney, You state 'If, after both teams have taken five kicks, both have scored the same number of goals, or have not scored any goals, kicks continue to be taken in the same order until one team has scored a goal more than the other from the same number of kicks.' In reference to text 'in the same order' are you saying you start over with the original five kickers? Answer provided by Referee Dennis Wickham No. Same order means same 'team order': team that kicked first, then team that kicked second. There is no player order for taking the kicks except: no player may kick a second time until all other eligible kickers have kicked once. (After all players have kicked once, no kicker may kick thrice until all other eligible players have kicked again, and so on.)

View Referee Dennis Wickham profileAnswer provided by Referee Joe McHugh Hi David Thanks for seeking clarification. That is always helpful. Referee Wickham is correct. The order referred to by Referee Maloney is team order not player order. There is no player order in taking KFTPM just that a player cannot take a second kick until all eligble players have taken a penalty kick. Indeed the 11th kicker could take the 12th kick if a team so decided as there is no requirement to stick to the original order of the 1st eleven penalty kicks taken by a team.

View Referee Joe McHugh profileAnswer provided by Referee Michelle Maloney David - my answer was a direct quote from the Laws of the Game, not my own interpretation. By 'same order' FIFA means the kicks continue after 5 with red team first as they had the first kick in KFTPM, then the blue team kicks second and then red, and then blue until one team has one more goal scored than the other team after each pair of kicks is taken.
