Question Number: 30273Law 12 - Fouls and Misconduct 4/10/2016RE: Competitive and Rec Under 14 Uriel Choi of Chandler, AZ United States asks...Can the keeper pickup the ball in his goal area, if a teammate on a throw in, throws the ball to him without anyone else touching the ball? If no what is the restart? Answer provided by Referee Joe McHugh Hi Uriel
A goalkeeper may not touch the ball with his hands inside the penalty when if has been deliberately kicked or thrown to him by a team mate. The restart is an indirect free kick from where the goalkeeper touched the ball with his hands with the special provision made if it happened inside the goal area.

no way no how it is an INDFK for illegal use of the keeper's hand if it occurs inside the PA and a DFK outside the PA with possible cards in the equation!
