This question is a follow up to question 14447

So if the ball never touches the outer edge of the ball never breaks the outer edge if the line, the ball is never in play and therefore, the throw is retaken? [14447]

Is that the ARs call since he/she has the angle of view advantage?

Hi Chris,
a ball must at least graze the touchline to be in play under FIFA law. USA highschool states it as a loss of throw and awards the throw to the opponents. Yes the AR is likely looking down the line so he is better positioned to judge if it has crossed over or into the touchline.
