Question Number: 15020Law 14 - Penalty kick 3/21/2007RE: I'm studying to be a referee College Tina of Melbourne, Victoria Australia asks...This question is a follow up to question 7781 just say the game is finished but it has to be extended for a penalty-kick. The kick is taken, the ball hits the cross bar and stays in play, an attacking player(not the kicker) then kicks the ball into the goal. Is that a goal or not? what should a referee do? Answer provided by Referee Chuck Fleischer Tina your question is not answered in the Laws of the Game or FIFA's Questions and Answers 2006. It does however deserve an answer! Only the kicker and goalkeeper may touch the ball. The kicker may only touch the ball once. The goalkeeper is permitted to touch the ball as many times as necessary to absorb all the ball's kinetic energy or redirect it away form the goal mouth.
The referee should not whistle for time until he is wholly satisfied no goal may be scored. This happens when the kicker or any other player/person, save the goalkeeper, touches the ball or when the ball is motionless. If a goal is scored the match is over. I added a reference to question #7781 for further amplification.

Once the ball has lost it's kinetic energy, the kick is over. As Ref Fleischer states, the keeper may play the ball as many times as he is able.
