Question Number: 15299Law 14 - Penalty kick 4/27/2007RE: Competive Under 19 Colin Gagnon of North Hampton, NH US asks...This question is a follow up to question 15020 If no other players are allowed to participate in the penalty kick at the expiration of time, would it be appropriate to move the players not taking the kick to the center circle, like would be done during kicks from the mark, or do they have the right to stand outside the area. Thank you. Answer provided by Referee Gary Voshol You can ask them to move back, but you can't force them to move.
The best option is to loudly state that this is the last kick of the game (half), and that only the kicker and goalkeeper will be participating. Then remind them that it would be silly to have a kick retaken or goal nullified because one of them jumped in. OK, "silly" probably isn't the best choice of words, but if you can convey the concept without using the word, they may, just maybe, refrain from crashing the goal when the kick is taken.

They'll get the point. Wait, wait -- you asked about teenage boys, never mind the thing about understanding the point.

View Referee Chuck Fleischer profileAnswer provided by Referee Ben Mueller No. They can stand where they want on field provided it meets all criteria for penalty kick until the game is over. We cannot tell them where to stand if it is legal within Laws.
