The Laws of the Game state substitutions may happen at any stoppage in play. The Laws also state this is one of the things that may be modified for junior and veteran matches. USYSA states the following are substitution opportunities:

Throw-in in your favor [your team only]

Goal kick [both teams]

Kick off [both teams]

Injury [both teams]

The interval between the two periods of play [both teams]

A caution [the cautioned player only].

Hi Derek,
I might add the substitute should be at the centre line BEFORE the stoppage to notify their intent to substitute. The exception of course injury or a caution at the USYSA.

And that the team subbing ASKS the referee's permission and they follow to the letter the substitution procedure outlined in Law 3.

Depends on the league or associaiton. In internation matches at any stoppage, but they are limited to the number of subs they can make. In most youth matches its on own throwins, any goal kick, any kick off, and on an injury

Here is what the latest USYSA rules for players and Playing Rules. Policy 12-1-06, has to say:

Rule 302. SUBSTITUTIONS

Section 1. Except as provided by USYSA or its State Associations, substitutions shall be unlimited except where specified otherwise in the rules and regulations for a special competition.

Section 2. Substitutions may be made, with the consent of the referee, at any stoppage in play.
