Question Number: 17169Law 14 - Penalty kick 10/7/2007RE: Competitive Under 17 Alan of Dallas , TX USA asks...This question is a follow up to question 15871 If the PK is taken before the signal and is kicked out of bounds, would you then simply start with a goal kick as if the kick were retaken then that would be rewarding the offensive team for not following the given laws of the game. 'Playing it cool' as you say would be a goal kick it seems. If not then yellow for _______ and a retake? Answer provided by Referee Gary Voshol Didn't you see my signal? I'm sure I signalled. I should have whistled, but I must have forgotten that time.
As you state, if you want to have the player retake the kick, she would be cautioned first. Strangely, this caution is for delaying the restart of play. Even though in fact she hurried the restart, there was delay caused by having to retrieve the ball and start over.

View Referee Gary Voshol profileAnswer provided by Referee Keith Contarino If the PK was taken before the signal and missed, you MUST retake the kick and caution the kicker. That's why Ref Voshall insists a signal WAS given. What do you mean you didn't see my signal? The kicker must have because he took the kick.
