Question Number: 18029Law 14 - Penalty kick 11/30/2007RE: Competive Under 19 Richard Baroniunas of Massapequa Park, NY USA asks...This question is a follow up to question 17700 Ron just had his cap key lock on, he isn't the type to yell [17700]. On another note, I was trying to find the FIFA position paper on this matter, do you know where we can find it? Answer provided by Referee Chuck Fleischer There is not a position paper per say on the subject but on page 125 of FIFA's Laws of the Game [.pdf version] we find this:
Feinting to take a penalty kick to confuse opponents is permitted as
part of football. However, if in the opinion of the referee, the feinting is considered an act of unsporting behaviour, the player shall be
cautioned.
