Question Number: 23549Kicks From The Penalty mark 6/23/2010RE: Other Basil of Pickering, Ontario Canada asks...This question is a follow up to question 13163 In the 2010 world cup final game if penalty kicks do not produce a winner do they then 'draw lots'? Answer provided by Referee Keith Contarino No, they play rock, hammer, scissors. Best 2 out of 3. Just kidding. They continue kicks from the penalty mark until there is a winner. In the event of lightning or a hurricane, I assume the match would be postponed until better weather. I only bring this up in that I was working a State Semi-final Tourney and we had to decide the winner by a coin toss!!!!

If, after both teams have taken the first five kicks, both have scored the same number of goals, or have not scored any goals, kicks continue to be taken in the same order until one team has scored a goal more than the other from the same number of kicks. In the nature of PKs a player usually misses or it is saved. Most of KFTPM that I have seen recently rarely got beyond 5 and those that do rarely get beyond 7/8 kicks. Exceptional ones do but at this level I would expect not. I might add that before KFTPM ties in certain competitions were decided by a coin toss. One of the most famous of those was Glasgow Celtic v Benfica Portugal in 1969 when Celtic won the European Cup now the Champions League. After being tied 3-3 after extra time both captains were asked into the referee's room and the toss decided the tie and the team that progressed. The Chairman of Celtic subsequently lobbied UEFA to change the rule. Funnily enough one suggestion he put forward was to award the tie to the team with the most corners which rewarded attacking play!!

There has been recent discussion about the group stage at the World Cup Finals. If teams are tied at the end of group matches, the last tie breaker is not kicks. It will be a coin toss, which I understand will occur an hour after the conclusion of the third group match.
