Answer provided by Referee Gary Voshol No, because it's not even a foul. The foul is deliberate handling. If that foul happens inside the penalty area (by the defending team) it's a penalty kick.

View Referee Gene Nagy profileAnswer provided by Referee Joe McHugh Hi Sandra An unintentional handling of the ball is not an offence so it cannot be a penalty. The referee is the sole judge of what is deliberate and what is unintentional. So let's say that a defender jumps with his arms outstretched in front of the ball and it hit the player's arm that is deliberate handling. On the contrary if the ball bounces up and hits the player's hand at his side that is unintentional and not an offence.

Law 12 says 'handles the ball deliberately', so unintentional or accidentally is not deliberate by definition thus no foul, no penalty kick. D. The keeper can never be punished with a penalty kick for handling the ball within her own penalty area - not ever.
