Answer provided by Referee Stacy Kalstrom

My colleague, Mr. Miller has answered this for you. I would like to add that the change was made to prevent time wasting by the goalkeeper. Please consider this when you are out there officiating. A young player is probably not purposely wasting time, so you should be speaking to the player and reminding him/her that they need to release the ball. The spirit of the law would not have us calling this very often, especially at the youngest levels. ..As officials we are supposed to just keep track of the time in our heads. We are not to count out loud or make slashing motions with our hands or arms...Have fun officiating and come back and see us again.
