Question Number: 12047League Specific 1/9/2006RE: rec Under 15 Darryl of Yucca, ca usa asks...In a high school match, the ball during the throw-in never came into play, per the AR, The CR agreed and awarded the ball to the other team, stating that this is a turn over! But, the ball never came into play! So How can this be a turn over and awarded to the opposing team? I can't stand high school rules or their signal either! Why don't they all line up with FIFA!? thanks for your time!! Answer provided by Referee Keith Contarino This is one of many rule changes in US high school soccer. Keep in mind that the governing body decided that although soccer is played everywhere in the world by the same rules, US High SChool can do a better job. While some of their changes may actually be reasonable (I'd love to be able to card a coach!), most are unnecessary and asinine
