Law 18 - Common Sense 2/14/2006

Aaron of McFarland, Wisconsin USA asks...

I was solo centering a U16 Girls Classic game. One team had just scored and as we were setting up for the restart, the opposing team's coach asked if he could substitute his keeper. I gave my OK. At first the origional keeper was having trouble getting the keeper jersey off (it was cold so she was wearing both her team jersey and her keeper). After a few seconds, she gave up and took both the jersey's off together leaving nothing on except a sports bra. I averted my eyes and asked the player closest me to tell me when she was done.
I didn't feel this was unsporting behavior and so didn't caustion her. Was that the correct decision or should I have cautioned her?

I agree 100% with my fellow panel members. Would have been cruel to caution her for removing her jersey. Besides, she clearly WASN'T celebrating
