Question Number: 13453Character, Attitude and Control 8/7/2006RE: Rec,Select,High school,Adult Adult Mike Weldon of Dublin, Ohio USA asks...If you complete your upgrade, can a local USSF Association deny a request for upgrade? Background on this: I am upgrading from a grade 8 to grade 7. I got my u-19 or greater assessment in April 2005.In August 2005, I completed my physical fitness as well as five hour in service and test although I didn't pass the test. Everything else was passed in August 2005.In March of 2006, I passed the test with State Referee Adminstrator. I say no, I am hoping USSF won't as well.

Some things to consider, an assessment is valid for one calendar year from the match date. Yours is beyond this. Also, you failed to mention if you passed the assessment...
When a referee asks me how to upgrade I usually say: complete the following hurdles in this order: pass the test, pass the physical and pass the upgrade assessment. The one that costs money is last for obvious reasons. The easiest, the exam, is first... When you pass the exam schedule a fitness test with whoever administers it in your area and pass that. Now when the assessment comes along make sure you and your assistants are currently currently registered with US Soccer.
Note: we are not US Soccer and what we say is only advisory in nature, official information can be found in US Soccer publications, especially the Referee Administrative Handbook.
