This is in regards to all levels. Can anyone other than the goalie enter the penalty area? Thank you

Absolutely. During active play, unless your local league has a U9 keeper safety rule, anyone may enter the penalty area. The only times anyone is expressly forbidden to be in side the penalty area 1. On a penalty kick, no one other than the kicker and the keeper until the ball is kicked and moves forward, 2. on kicks coming OUT of the penalty area,including goal kicks, all OPPONENTS muat stay out of the penalty area and may not play the ball until it leaves the penalty area.

Yes. Some younger kids games might now allow entry into the penalty area. Also, special circumstances such as the taking of a PK and the defenders on a goal kick too.
