Is there a FIFA regulation that deals with what a fan is required to do with the ball when it goes into the stands? Or is it just custom that the ball goes back to the field?

No Jon. This probably goes back to the days when clubs only had the one ball. If the spectators didn't return it there was no match. It stuck.
