Question Number: 13699Kicks From The Penalty mark 9/8/2006RE: Grade 8 James Handsfield of ATLANTA, GA USA asks...RE: miscellaneous quiz 1, question 45:
The question contains misinformation. It states that during kicks from the penalty mark the keeper is injured and a substitute is preparing to replace him when he strikes an opponent for an abusive comment.
Kicks from the penalty mark can be taken only by players on the field at the end of the game, so there can be no substitutions. An injured keeper is replaced by another player on the field (see Questions and Answers to the Laws of the Game, page 38). Answer provided by Referee Chuck Fleischer Yes Kicks From The Penalty Mark are limited to those players on the field at the end of time. However if one reads the procedure outlined in the Laws of the Game one finds the team may replace a goalkeeper injured during them if he is unable to continue, provided substitutes remain.
Thanks for writing,

The fact it got you thinking and you spent time to look things up is the result we like to encourage rather than take what we say as the ONLY answer cheers
