I need to know, is a team in possession of the ball allowed substitute players prior to a corner kick?

Check local policy. In international matches subs can be made at any stoppage. Youth matches have different policies.

Probably not in Texas youth soccer. In most areas, USSF sanctioned youth matches only allow subs at a goal kick, kick-off, own throw-in, a caution or an injury. FIFA rules allow a substitution at ANY stoppage. Some locales are going to this so check with your State association.
