Question Number: 13924Kicks From The Penalty mark 9/26/2006RE: Select Under 17 JOHN WARNER of EDEN, NY USA asks...During PK shootout, can a goal keeper be subsituted before the start by a player who was not on the field at the end of overtime. Also can the goalie be one of the shooters and also be the keeper selected before the shootout. Thank-you Answer provided by Referee Richard Dawson Hi John, at a match conclusion when there is no outcome and a shoot out is going to decide things ONLY the players on the field at the end of the match can participate in the shootout. Once the equalization takes place if neccessary, the equal sided teams begin the ritual of PKs.
There is however an EXCEPTION provided in law, that IF during the shootout the KEEPER is injured a SUBSTITUTE keeper may enter the FOP to replace him provided the amount of substitutions the laws allowed for in the match are not already used up! Since youth soccer has unlimited subs in theory this COULD be allowed!
Whether a team would tactically or deliberately do this is something to ponder I suppose! The keeper could take the first shot of the five, claim he injured himself, be replaced by the substitute and then the substitute could take the next 2nd PK shot as there is no list required only that a different player take the next kick. View Referee Chuck Fleischer profileAnswer provided by Referee Keith Contarino In the unlikely event that the keeper is injured between the end of play and the start of KFTPM, he may be substituted for if any subs remain. The keeper is one of the players remaining on the field at the end of play and may be one of the shooters. If everyone on his team except the keeper has taken a kick, and the kicks continue, he must take a kick before they start over.
