Can a ref issue a red card after he has blown the whistle and ended the game?

Yes. His duties extend until after he leaves the field.

The referee has the authority to take disciplinary sanctions, as from the moment he enters the field of play until he leaves the field of play after the final whistle.

Yes. The referee's authority continues until they have left the area (usually meaning in their car driving away.)
