Question Number: 14054Kicks From The Penalty mark 10/5/2006RE: Selct Under 13 KC Brigman of Folsom, CA USA asks...When a penalty kick has been awarded to a team during a game or when penalty kicks are used to decide a tie game, is there a time limit for the kicker after the referee has blown his whistle? Answer provided by Referee Chuck Fleischer The time limit is in the opinion of the referee, if the referee is of the opinion a kicker is delaying the restart of play he is cautioned and shown the yellow card. Usually there is no need for this action because, unless coached to do delay things, a player will take his penalty kick very soon after the whistle. If you are telling your players to do this during the match the referee may consider the player not taking the kick in a timely manner is a direct result of you not acting responsibly and expel you from the technical area.
