In a high school game, the pace of the game accelerates near the end. The ball goes over the touch, and out about 10 yards. The player runs over, picks it up, and executes a legal throw-in motion from 5 yards outside of the touch line. The ball hits the ground prior to entering the field, then bounces onto the pitch and the players take off with it. Is this a legal throw or not?

Thrower must be within 1 yd of touchline when throwing it in. He was not. Illegal. If a ball bounces out and then bounces in, it is also other teams throw in high school.

Rule 15, Section 1, Art. 1 A throw-in shall be thrown in any direction from the point where it crossed the touchline...

Art 5. If, on a throw-in, the ball fails to enter the field of play before it touches the ground, the ball is awarded to the opponent at the spot of the infraction.

Note: NFHS demands a restart be changed if the ball is not properly put into play and changes the location of the restart based on an infraction of the rule.
