Question Number: 14110Law 12 - Fouls and Misconduct 10/12/2006RE: Select Under 14 franco of Bloomington, IN USA asks...This question is a follow up to question 14088 Is not the PK just a direct free kick from the penalty mark? Would not the answer be yes for both attacking side and defending side? The attacking side takes a DFK in the form of a PK and defending side take a DFK out of the penalty area.
Franco Answer provided by Referee Keith Contarino Not really. Law 13, free kicks, does not allow for a direct free kick inside the penalty area to the attacking team. If you want to say that a penalty kick is a special kind of direct free kick given that the kicking team may score directly from the kick than you would also have to include goal kicks, kick-offs, and corner kicks. In this sense, yes, they are all special direct free kicks that each have special circumstances for. In the case of the penalty kick, the only defender allowed to defend is the keeper and the penalty kick, unlike a direct free kick is only in play when the ball is kicked and moved FORWARD.
