Kicks From The Penalty mark 10/16/2006

I've been advised on this & I wanted to confirm. In a match that needs to be decided by penalty kicks:
1. All elligible players mean what? All players on the field at the end of overtime?
2. Once all 11 players shoot, and no one wins, do kicks get retaken, or do you go to the benches to all rostered players?
3. I know the kickers should be even, but if you go to benches & one team has more players, is that ok?
Asking because I watched a friend do this. Penalty kicks went to 18 shots. Both benches shot, one had 12 on their roster & 6 took 2 shots, the other team had 18 players & all shot once. Can you clarify? rules of the game are kind of unclear to me in this regard.

Kicks from the penalty mark to determine the winner of a match only include the players on the field at the end of extra time. Each team will have an equal number of players taking penalties at the beginning of kicks from the mark. There will be 5 shots by each team to begin with and if a winner is not determined then the teams will alternate kicks until a winner is determined. Only the players on the field will take part in kicks from the mark, no one from the bench is eligible to participate. If the goalkeeper of either team is injured he may be substituted with the reserve keeper [should the team not have used all its substitutes]. The only players to take part in this ate the 11 on the field at the end of time. If that number is less for one side the other captain will nominate enough players to be excluded so there will be an equal number on each side.

1. All players on field at end of match or last over time period. 2. Only those on field at end of match can kick. Bench players are excluded. 6. No the team with more players decided 1 player to drop from elgible players. Sometims leagues modify this.

1. yes 2. You repeat the eleven but you don't have to go in the same order. If after another 11 shots still tied you do it again. This assumes no one has been sent off during the kicks phase, 3. You don't go to the benches. The only exception is if a keeper is injured and you have a legal substitute on the bench, that player may come in. You reduce to equate only at the beginng of the kicks. If a player is sent off or injured (other than the keeper) after the kick start. that team continues short,
