Can a goalkeeper punt a ball and score a goal without any other player touching the ball?

Yes, and he can throw the ball into his opponent's goal as well.

sure and he can drop kick it, or throw it. or kick it off the ground etc. The only time a keeper may not score directly is either on a throw-in or indirect free kick.
