Question Number: 14314Kicks From The Penalty mark 10/29/2006RE: Rec--Cincinnati Soccer WASA tournament Under 11 Lisa Gardner of Cincinnati, OH USA asks...In extended time after 5 minutes of Golden Goal play and the first 5 PK's in a shootout, the tie had not been broken. On the 7th PK, our goalie deflected the ball forward but it spun, hit the ground and rolled into the goal. It was not awarded as a valid score. Is this correct? Why or why not? Answer provided by Referee Chuck Fleischer There is no such thing as golden foal play in the Laws of the Game. Law 10 establishes the following as the only permitted procedures for determining a winning team:
Away goals rule
Extra time
Kicks from the penalty mark.
The tournament committee allowed something not permitted under the Laws of the Game.
Law 14 applies in kicks from the penalty mark, specifically this:
When a penalty kick is taken during the normal course of play, or time has been extended at half-time or full time to allow a penalty kick to be taken or retaken, a goal is awarded if, before passing between the goalposts and under the crossbar:
the ball touches either or both of the goalposts and/or the crossbar, and/or the goalkeeper.
The tournament committee allowed a referee to administer a match without regard to his knowledge of the Laws of the Game. His decision regarding the scoring of a goal in this instance was incorrect. You should hope the opposing team does not lodge a protest as it will be upheld, the Laws of the Game were incorrectly applied.

If ball still moving, it's still in play. Why were you playing golden goal? FIFA outlawed this a few years back after experimenting with it.

View Referee Keith Contarino profileAnswer provided by Referee Ben Mueller Goal counts! Kick is not over until all kinetic energy exerted on ball is complete. The back spin was part of the initial energy. Even if the ball hits keeper and rolls in, it is still a goal.
